Partial reps with heavy weights is a similiar protocol to static contraction training. In both protocols, you use a submaximal (greater than 1-rep max for the full-range movement of the exercise) weight. In static contraction training, you hold the weight for a period of time in the strongest range of motion. In strong-range partial rep training you actually move the weight up and down, however, you keep the range of motion in the upper half or third and keep the movements limited.
